On August 9, 2010,[link widoczny dla zalogowanych], the General Office of the Ministry of Education
and the General Office of the Ministry of Commerce printed and
distributed the Circular on Launching Pilot Work on Outsourcing Talent
Cultivation in Computer Colleges of Local Universities in Jiangsu and
Zhejiang Provinces.
In order to adapt to the development of modern service industry in China,
especially the outsourcing industry, promote the transformation of computer

the reform of computer talent training mode in local universities, improve talent
qualities and enhance employability and entrepreneurial ability of graduates, the
Ministry of Education and the Ministry of Commerce launched the pilot work of 4 years on outsourcing talent cultivation of computer colleges in local universities
in Jiangsu and Zhejiang provinces in June 2010. Universities can apply for taking
part in the pilot project and the provincial education administration and commerce
administration of Jiangsu and Zhejiang provinces will examine the applications.
The project will be conducted on computer science related majors, including
computer science and technology, software engineering and network engineering,
etc. The main contents of the pilot work include: 1. Cultivating outsourcing talents.
Positioning, development goal, specialty arrangement, talent cultivation mode
and other aspects of computer colleges in pilot universities will be redesigned in
accordance with the demand for computer related talents by China��s outsourcing
industry. 2. Promoting the pilot work on the education reform of computer related
majors. The pilot universities may choose one or several computer related majors
for the pilot reform. They may jointly with outsourcing enterprises make a major
reform plan, which specifies talent cultivation goals, cultivation scheme, teaching
requirements, teaching conditions and professional guidelines, etc., puts emphasis
on breakthroughs of reform of the talent cultivation mode, boosts the reform in

a platform for cooperation between universities and enterprises. 3. Strengthening
the construction of training and internship bases. 4. Strengthening the construction
of teaching faculty. Education and commerce authorities should establish a joint
